Brief History of Unit :- In 1938 Uttar Pradesh become the first state in India to use Wireless Technology for communication. This was during the Kumbh Mela at Haridwar. Three mobile wireless sets were installed on the back of elephants which moved from one place to another, reporting traffic to an improvised control room. Later in 1941, for the first time three static station were established in U.P. Police at Sitapur, Lucknow and Gorakhpur. This was the first real Police Communication network. 

During the quit India movement of 1942, Law and order became Volatile and explosive. More static station were hastily installed at Allahabad, Kanpur , Varanasi. One mobile station was also started in emergency at Ballia during the same movement. However, the Police radio organization came into formal existence in 1943 under the name “Police Wireless Telegraphy Service” under Supervision of one SP of the imperial Police in 1946. As a major step in modernization, VHF R/T sets were setup in five big KAVAL cities of U.P. Wireless fitted Patrol vans were used for direct contact with city control room.

1948 saw the shifting of Radio Head Quarters from Sitapur to Lucknow and the establishment of the first statewide wireless network. A large amount of wireless equipment was purchased from disposal of post world war surplus and all distts headquarters were linked with Lucknow on wireless telegraphy. This powerful network created by U.P. helped greatly in controlling the law and order situation in the traumatic post partition era.

After 1950, the use of wireless sets by Police increased rapidly. A special network was established for Anti Dacoity Operation in the ravines of Chambal in Agra and adjoining districts. Many famous gangs were liquidated in these high profile Operations with the help of strong and reliable wireless network.

On the international Indo-Tibet border, three wireless stations were established in 1951. Five years later, when PAC battalions, (as Special Police Force) were deployed at this border, a strong communication network was provided to them. Three separate wireless sets at different frequencies were established with control station at the high altitude sector headquarter of Joshimath Uttarkashi and Askot. These sector headquarters were linked with Bn Hqrs at Moradabad and State Hqrs at Lucknow. The U.P. Police then also established a wireless station at the staggering height of 16000 feet (Rattakona) deep in the Himalayas. This was the world’s highest wireless station.

Wireless entered city policing in a big way in the sixties. All major cities in U.P. were provided City Control Rooms with wireless fitted patrol Cars and all Police Stations and important out-posts were provided Wireless Telephony. In the seventies, the sustained Anti-Dacoity Campaign of 75-76 saw all rural Police stations provided with radio telephonic sets with district control rooms at district Hqrs. Thus, for the first time a district Superintendent Police could talk directly on R/T with any rural or urban Police station officer of the district. During 1987 range repeater system was introduced in the state. With the help of these range repeaters s range DIG was able to talk to any SP of his range. With the help of this repeater system the state Hqrs was also linked directly on R/T with Allahabad, Faizabad and Ayodhya.
In 1988 a trial was conducted successfully to install a repeater station at the height of 10,000 feet, the famous “Surkhanda Devi” peak in district Tehri Garhwal. The installation of this repeater station brought a revolution in communication. It is providing very long range R/T communication amongst the districts of Meerut and Bareilly zones.

Over the decade 86-96, the U.P. Police Radio Organization entered in in the field of Computerised communication with the installation of its first Automex in 1986. With the help of this system teleprinters were connected with each other automatically.

In December 1996 the organization commissioned its first Super Automex System. The old Automex and present Super Automex and present Super Automex are inter-linked to provide automatic message connectivity to all the district of the state. At present front end processor also installed in Automex in such way number of lines has become increased in 48 lines.

Present Activities :-  

In R/T Communication, old conventional sets are being rapidly replaced by the new generation microprocessor based featured sets. Now the user can automatically know the caller’s identification, which will avoid unnecessary grid jamming and will also help in maintaining grid discipline. Also it is possible to make selective call, which confines speech communication with-in a group or even a couple of users. In present time some remaining lower band communication grid being changed in higher band communication.

While Wireless telegraphy is only documentary communication, Radio telegraphy added a new dimension of voice to communication. Now technology has the third dimension of Vision to create video communication through CCTV and video Conferencing. Closed circuit tele-vision (CCTV) has been extensively used Shirne Security at Kashi, Mathura and Ayodhya. It is also used in different major Meals in different parts of the state.

The U.P. Police entering in the area of state of art of technology with planned introduction of satellite communication through Polnet, the National Police Satellite Network. At present equipments are being provided by DCPW through M/S BEL to various distts. Head quarters & Radio Head quarter Lucknow. Entire state is expected to be linked on this most modern sophisticated network by Dec’ 2004. Polnet connectivity will mean not only voice communication but also computer connectivity, data communication, fax and even video links not only between districts but also between all the police stations of the state/ country. This satellite link along with mobile R/T phones will provide inter district & inter-state mobile phones facility without the prohibitive cellular costs and even without STD charges.
