Brief History of Unit :-

 

Wireless Set installed on Elephants in Year 1938 during Kumbh Mela

         

         In 1938, United Province (U.P.) became the first state in India to use Wireless Technology. In year 1938 during the Kumbh Mela-Haridwar three mobile wireless sets were installed on the Elephants for mobile radio communication. These  mobile radios were linked to Mela control room.

      

          For the first time in year 1941 three static HF radio stations, one each at Distt. Sitapur, Lucknow and Gorakhpur were established for U.P. Police. This was the first Police Communication network in India.

 

 

 

 

During the quit India movement of 1942, Law and order situation became volatile and explosive. To control this movement static radio stations were hastily got installed at Distt. Allahabad, Kanpur and Varanasi. Beside these one mobile radio station was also established in an emergency situation at Distt. Ballia. However, the U.P. Police Radio organization came into its formal existence in year 1943 with the name “Police Wireless Telegraphy Service” under the supervision of one S.P. of the Imperial Police Sri. E.W. Hunt with hqrs. at distt. Sitapur

The Police Radio/ wireless HQ was shifted to Lucknow from Sitapur in year 1948. Then after statewide radio/ wireless network was established for U.P. Police.

 

A large number of wireless equipments were fabricated indigenously from disposal of post world war-II surplus.

 

All distt. headquarters were linked to the state hqrs. at Lucknow through wireless telegraphy, using HF radios.

 

 

 

 

 

 

After year 1950, the use of wireless sets by Police became normal phenomenon. A special network was established for Anti-dacoity operation in the ravines of Chambal and adjoining districts of Agra. Many dreaded gangs could be liquidated due to reliable wireless communication links during these operations.

Three wireless stations were installed at Indo-Tibet border in 1951 under the leadership of Sri. C.P. Joshi, DIG/State Radio Officer. Later on PAC battalions (then known as Special Police Force) were deployed at this border.

 

Three HF wireless stations programmed at different frequencies were established at the high altitude sector headquarters of Joshimath, Uttarkashi and Askot. These sector headquarters were linked with Bn. Hqrs. at Moradabad and State Hqrs. at Lucknow. U.P. Police also established a wireless station at the staggering height of 16000 feet (Rattakona) deep in the Himalayas. This was the world’s highest wireless station.

 

 

    

 

 In the year 1958, Hon’ble Chief Minister of U.P., Dr. Sampoorananand laid foundation of U.P. Police Radio HQ building at Mahanagar, Lucknow and inaugurated by the first Hon’ble Prime Minister of India Pt. Jawaher Lal Nehru in 1963. This building is one of the earliest architectural marvels as far as U.P. Police buildings are concerned.

The first Hon’ble Prime Minister of India, Pt. Jawaher Lal Nehru also inaugurated advanced communication centre and electronics exploration unit at this HQ.

 

 

 His Excellency President of India, Sri Gyani Jail Singh was one of the renowned dignitaries who had visited this HQ. 

 

 

 

 

 

Wireless technology was also adopted for city policing in a broad way in decade sixties. City Control Rooms in all major cities were provided with wireless fitted Patrol Cars. All Police Stations and important out-posts were also linked to the Police control rooms with Wireless Telephony.

 

In seventies(Year1975-76), the Anti-dacoity Campaign  was strengthened by providing VHF radio telephony sets to all rural Police stations and district control rooms. Thus, for the first time a district Superintendent Police could talk directly on R/T set with any rural or urban Police station of the district.

During 1987 range repeater system was introduced in the state. With the help of these range repeaters, a range DIG was able to talk to any SP of his range on wireless set. The state Hq. was linked directly on radio telephony with distt. Allahabad, Faizabad and Ayodhya.

In 1988 a trial was conducted successfully to install a repeater station at the height of 10,000 feet at famous “Surkhanda Devi” peak in district Tehri Garhwal. The installation of this repeater station brought a revolution in U.P.Police Telecommunication. This repeater station enhanced the range of  VHF R/T communication among the districts of Meerut and Bareilly zones.

 

Over the decade 1986-1996, the U.P. Police Radio Organization entered in the field of Computerised Communication with the installation of its first Automex system in 1986. Tele-printers installed at distt. hqrs. were linked automatically to each other with the help of this Automex system.

 In December 1996, the organization commissioned its first Super Automex System. The existing Automex and Super Automex systems were inter-linked to provide automatic message switching  connectivity to all the districts of the state. At present efforts are on the way to upgrade this system with V.P.N.

Present Activities :-

 

·        In R/T Communication, old conventional sets are replaced by the new generation microprocessor based featured radio sets of 4th generation. Now the user has the facility of caller’s identification, eliminate the grid jamming and maintain grid discipline. It is also possible to make selective calls, which confines speech communication within a group or even among a couple of users.

 

·        Wireless telegraphy is the only documentary communication & Radio telephony added a new dimension to voice communication. Now technology has the third dimension of vision to enable video communication through CCTV.

 

·        Closed circuit television (CCTV) has been extensively used for Shirne Security at Kashi, Mathura and Ayodhya and some important districts. It is also used by Railway Police ¼GRP½ & Security branch and District Police.

 ·        VHF repeaters are being used to link district hqrs. with their range hqrs. for voice communication.

 ·        Wireless based Public address systems are being used extensively by district Police for crowd control and maintenance of law and order situations.

 

·              The U.P. Police has entered in the area of state of art of technology with planned introduction of satellite communication through POLNET, the National Police Satellite Network. At present 56 districts of U.P have POLNET V-SAT. POLNET connectivity will not only mean voice communication but also computer connectivity, data communication and fax too. This satellite link is providing inter-district and inter-state communication for Voice, Data and Fax.

·        Computer based communication has been started by U.P. POLICE through VPN (Virtual Private Networking). At present 34 location of 7 Zonal Hqrs. have facility of VPN. VPN is a computer networking and provides facility of Voice, Data and Fax transmission in general. 7 Zonal Hqrs., Hqr. DGP U.P. and PHQ ALD can have video conferencing  facility through VPN.

 

 

 

·             Radio workshops have been upgraded by introducing advance workshop equipments such as Field frequency programming units, Radio communication test sets, Soldering/de-soldering stations etc.

Important/Significant Work Being Done/Salient Points :-

 

Ø  Statewide GRP Network is established.

 

Ø  Provision of 3 Hand held sets for every Police Stations.

 

Ø  Provision of CCTV system at Police Range HQRS & Railway Stations- Lucknow, Agra, Varanasi, Mughalsarai, Allahabad and Kanpur for maintaining better law & order.

 

Ø  Provision of Hand held sets for all SIs to SPs/SSPs.

 

Ø  Provision of Mobile workshop to every Districts for maintenance & repairing of radio sets.

 

Ø   HF Man pack VHF Man pack radio sets are being provided to Combing parties in Naxal effected districts for Naxal operation.

 

Ø  Video surveillance system for districts Gaziabad,  Gautambudh nagar and Lucknow.

 

Ø  Up gradation of central workshop/distts. workshop by introducing advance workshop equipments such as field frequency programming units, radio communication test sets, soldering/de soldering station etc.

 

Ø  High level full proof communication setup established during Lok Sabha, Vidhan Sabha and other local body elections.

 

Ø  Establishment of upgraded control room and communication set up with cctv surveillance system at Maha Kumbh Allahabad.

 

Ø  Task is under process for Up gradation and computerization of police control rooms with the facility of GPS/GIS eqpts. at Lucknow, Gaziabad, Kanpur and Gautambudh nagar.

 

Ø  Task is under process for video surveillance system to regulate & control traffic in district Lucknow
