Technical Services Directorate comprises Police Motor Transport Workshops, Police Computer Centre and Forensic Science Laboratories and State Crime Record Bureau. Since its inception in the year 1988, TS Hqrs. has made substantial progress in modernization and systematization of units under its supervision.
As a consequence of these efforts, there was a 160% increase in major repairs of HTVs ( 199 in 1998 vs 72 in 1999 ). The average repair time of HTVs was reduced from 195 to 106 days and LMVs from 73 to 40 days each. Increased throughout resulted in an average saving of Rs 60,000/- per HTV repaired. Cost reductions through systematic tendering and purchasing procedure led to an average cost cut of 10% over the previous year ( Rs 1.5 cr 1997-98 vs Rs 1.33 cr 1998-99). .. more Through judicious expenditure planning which started during 1998-99, technological upgradation of the bulk of the hardware and software was effected without any increase in budget. By 2002, all the celeron based computers were upgraded to Pentium based and more than 400 computers were installed all over U.P. Today, UP Police has over 1500 computers spread across its 72 districts, police stations and other units. UP Police personnel were provided with technical skill upgradation training to handle Windows based software. Training syllabi were revamped to include current GUI based software. A hands-on , one week training module was also devised for senior police officers. In a concerted drive to familiarise officers and staff with basic computer operation, more than 200 Gazetted officers including senior IG rank officials along with nearly 7800 Non GOs of U.P. & other nearby States were made proficient in Windows/MS Office & other police management software, by 2002 and in the ongoing training endeavour, approx. 250 personnel are trained every year . Several new police specific application softwares were developed and the system of information dissemination was streamlined for better interface with user departments. This has led to wider use of application software. Appropriate training modules were developed for proposed computerisation and enhanced awareness. An Implementation Strategy for computerisation and a Software Development Strategy for UP Police has been formulated for the accelerated absorption of IT initiatives for the Govt of UP. Whats new in Computerisation in UP Police CIPA- Common Integrated Police Application a project envisaged by Ministry of Home Affairs Govt of India is launched in every state under which all the police stations of India are on one application platform, in which from the registration to investigation of crime will be recorded with the help of computers. The work of placing the infrastructure in the first phase at the Police Station level is already started. The data so recorded is directly connected and stored in Crime Criminal Information System (CCIS) at the state server and NCRB server.
