Under the Modernization of state police forces, a nucleus cell was created in 1979 for computerisation of crime/criminal records and it was placed under administrative control of Technical Services in 1984. The Out dated 486 computers were replaced by the New Celeron based Computers and further these are augmented by latest Pentium IV computers. The computers provided in the district are expected to be in Net work with the server at the state headquarters as and when Virtual Police Network becomes operational, in the meanwhile it is decided to use NIC NET for exchange of information at faster speed. Through the initiative of the UP Police Headquarters, several Headquarters Units, and the Offices of the Zonal IG's and Range DIG's were provided Local Area Network (LAN) for running the department's specific regimes. Making up a Scientific Cadre : In the year 2002 for facilitating more qualitative work in the modernization of UP police, this cell of UP Police has been accorded the status of separate non-uniformed scientific cadre so more technically qualified personnel can be appointed in this to operationalise in-house R&D for facilitating the police Investigation, Digital record keeping, cyber crime analysis etc. This cadre has its own Non gazetted staff service rules made in 2002, empowered with its cadre recruitment for the technically qualified Computer Diploma holder equivalent to "o" level to "A" level, at the post of Console Operator/HC Computer, Asstt. For effective functioning the Unit is divided into following sections :
Training Section: National Crime Record Bureau New Delhi, under the rules of Ministry of Home Affairs Govt of India has established a Regional Police Computer Training Centre UP Lucknow for imparting computer training to the police officers of 10 northern states in 1991. Regional Police Computer Training Centre, Lucknow has so far trained a large number of Police officers of various states under this scheme. In view of the requirement of trained manpower to operate the computers, the above effort of the NCRB designed programmes have been supplemented by few additional Computer Courses for gazetted and non-gazetted officers of UP Police personnel as well. The future Initiatives of MHA is to digitalise the registration of First Information Report & the whole of Investigation as well, for which the Project named Common Integrated Police Applications (CIPA) is under progress, the training of personnel for implementation of the work under this project will be imparted from this centre.
Website Section : Pillar of modernization a fully informative website having URL http://uppolice.up.nic.in/ is hosted on a well secure environment of NIC UP web server, it works as a police public interface as any grieved person can send his complaints through email and it can be send to the concerned or DIG complaint cell of DGP UP, and public can read in the Press Room section, the reality behind the incident that published in media. The information of various police units its working, address, telephone numbers, information of New events etc is available on the portal. The futures initiatives include many more information & activities online along with recruitment applications, tender applications, FIR progress reports etc. Software Development Section : According to the needs of various units of police a number of software developed in-house at the centre with the help of our limited resources. The data related to the Nominal Roll of IPS/PPS is being fed and recorded here in the self made PIS System software. The NCRB developed Portrait Building System is used here for State level important cases and other personnel are trained to use it at district level. The following application software have been developed by the UP Police Computer Center and different units are using most of them. Scanning Section: Police organisation is having
its own recruitment procedure under the supervision of Police
Headquarters Allahabad, however an important function of
written exam evaluation work is done at the centres scanning
section under the direct supervision of the Recruitment Board
specifically constituted for various recruitment drives.
This section is having OMR/OCR Scanners installed here with the experts
of data processing working on them to do the mechanical
process of evaluation & application handling.
What's New in the offing- CIPA- Common Integrated Police Application a project envisaged by Ministry of Home Affairs Govt of India is launched in every state under which all the police stations of India are on one application platform, in which from the registration to investigation of crime will be recorded with the help of computers. The work of placing the infrastructure in the first phase at the Police Station level is already started. The data so recorded is directly connected and stored in Crime Criminal Information System (CCIS) at the state server and NCRB server. |
